The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. To date, 32 states across the nation have enacted laws for mental health and/or substance abuse benefits. This year's report provides more analyis of the recent studies on the effects of parity legislation in the United States and a fuller enquiry into the benefits for the state of Florida. Tables and charts review estimates of number of persons with severe mental illness in Florida, total dollars and projected needs, as well as an updated table of state parity legislation and mandates.

- The 1999 Report provided current information on healthcare expenditures for mental illness from the perspective of the nation and the state of Florida. Entitlement programs and their relationship with the provision of services were also examined. Implications and impact of managed care are also reviewed with highlights of recent benefit/cost analyses and actuarial studies. This report also provides more information specifically on the impact on Florida including the legislative history of its parity bills, health benefits and mandates, impact of parity legislation in benefits design, and preliminary estimate of benefits.

This report examines treatment efficacy, social and direct costs of treating mental illness, and benefits to the state of Florida upon passage of parity legislation. The 1998 Report has three appendices, including an overview of national parity legislation and its implications, limitations of the federal act, overview of national reports, an evaluation of the benefits for Florida, and a summary of state parity legislation and state benefit mandates.

The 1997 report summarized the key issues facing the state of Florida in the development of mental health parity legislation. The report contains an examination of the benefit structures, costs, and utilization experiences of other states who have developed and/or implemented parity legislation covering behavioral health services (including mental health, alcohol, and substance abuse services). The appendices provide more detailed information on mental health epidemiology, state parity legislative initiatives, managed care and the costs of mental disorders, an overview of parity legislation on the national level, and an estimate of the costs of mental health parity in Florida for individuals with severe mental disorders.
